Roligans: Building a Transparent Future for Feevah, Maldives
Roligans is a registered non-profit NGO in the Maldives (Registration No. 493-NGO/CERT/2024/20), based on the island of Feevah in Shaviyani Atoll. Since 2020, we have been transforming how communities engage with governance, sport, and sustainable development through radical transparency.
Our principle is simple: every decision, every dollar, every outcome — publicly verifiable. This commitment has earned the trust of the Feevah community and positioned Roligans as a leading example of accountable civil society in the Maldives.
Who We Are: The Roligans Story
Roligans was born from a simple observation: communities thrive when they can see exactly how resources are used and outcomes are achieved. In a nation spread across 1,200 islands, where local governance directly impacts daily life, this visibility is not a luxury — it is a necessity.
The organisation's name reflects its mission: strength in unity. Roligans brings together members from across Feevah and the wider Shaviyani Atoll community to work on shared goals — from environmental conservation to youth development, from transparent financial reporting to community sports tournaments that unite entire islands.
Today, Roligans stands as a registered civil society organisation under the Ministry of Youth, Sports and Community Empowerment of the Maldives, with formal recognition from the Atoll Council and alignment with national development frameworks.
Our Mission: Charitable Relief, Environmental Conservation, and Youth Empowerment
Roligans pursues three interconnected pillars of community development in the Maldives:
1. Charitable Relief and Community Support
In the Maldives, where island communities face unique vulnerabilities — from climate change to geographic isolation — charitable relief is not optional. Roligans coordinates direct assistance to families and individuals in need, working alongside the Feevah Island Council and Atoll-level governance structures to ensure aid reaches those who need it most.
Our approach goes beyond handouts. We focus on sustainable capacity building — helping families develop skills and resources that create lasting independence rather than dependency.
2. Environmental Conservation in the Maldives
The Maldives' coral reefs, marine ecosystems, and coastal environments face unprecedented threats from rising sea levels, ocean acidification, and plastic pollution. Feevah, like many inhabited islands in Shaviyani Atoll, depends directly on healthy marine environments for food security, tourism potential, and cultural identity.
Roligans actively participates in environmental conservation initiatives across the Maldives, from reef monitoring and beach clean-ups to advocating for sustainable fishing practices that protect the delicate marine ecosystems surrounding our island.
3. Youth Empowerment Through Sport
Perhaps Roligans' most visible impact has been through community sports development in the Maldives. Our flagship events — including the Roligans Women's Volleyball Tournament and the 3v3 Police Cup — have demonstrated how sport can bridge divides, build skills, and create positive social change.
In 2024 alone, Roligans' sports initiatives reached hundreds of community members, with transparent funding of over MVR 29,000 fully documented and publicly reported. The Women's Volleyball Tournament, conducted in collaboration with the Feevah community, raised MVR 14,630 — every rufiyaa accounted for in our public ledger.
Transparency: Our Defining Feature
What sets Roligans apart from other NGOs in the Maldives is our public financial ledger. Every donation received, every expense incurred, every project outcome — documented and accessible to the community.
This is not merely good governance practice. In a nation where public trust in institutions is paramount, Roligans' commitment to transparency demonstrates that accountability is achievable at the local level. Our financial records are maintained using modern digital tools, ensuring accuracy and accessibility for all community members.
The results speak for themselves: zero surplus, zero hidden costs. Every project we undertake is fully funded and fully accounted for — a standard we believe should be the norm, not the exception, in Maldivian civil society.
Our Impact: Projects and Achievements
Roligans has delivered measurable impact across multiple areas of community development in the Maldives:
Women's Volleyball Tournament 2024
Our flagship event — the Roligans Women's Volleyball Tournament — brought together women from across Feevah and neighbouring islands for a celebration of sport, friendship, and community building. The tournament raised MVR 14,630, with full financial transparency demonstrating that sport can be both inclusive and accountable.
This event did more than produce skilled volleyball players. It created a model for women's participation in community sport that other islands are now seeking to replicate — a testament to the power of transparent, community-driven initiatives.
Eid Sports Activities 2024
In collaboration with the Sh. Feevah Council and Sh. Atoll Council, Roligans organised Eid al-Adha sports activities that brought the entire island together for celebration through sport. With MVR 6,305 in transparent funding, the event demonstrated how local government and civil society can work together effectively.
3v3 Police Cup
Organised in partnership with the Feevah Police Station, the 3v3 Police Cup brought MVR 8,466 of fully accounted civic funding to the community. This event highlighted the role of sport in building community-police relationships and fostering positive social interaction.
Roligans in the Context of Maldivian Civil Society
The Maldives has a growing civil society sector, with organisations working across environmental conservation, youth development, governance reform, and community empowerment. From Transparency Maldives to the Maldivian Community Foundation, civil society plays a vital role in complementing government services and advocating for community interests.
Roligans occupies a unique position within this ecosystem. While many NGOs in the Maldives operate from Malé or focus on national-level advocacy, Roligans is deeply rooted in the local community. Our work is conducted by Feevah residents for Feevah residents, with decisions made through democratic, transparent processes that ensure community ownership.
This localised approach has proven effective. Feevah residents can see exactly how their community resources are being used, creating a direct accountability loop that strengthens both governance and community trust.
Shaviyani Atoll: Our Home, Our Context
Feevah is one of the inhabited islands of Shaviyani Atoll (also known as Northern Miladhunmadulu Atoll), located in the northern section of the Maldives. With a population of approximately 12,000 across the atoll, Shaviyani faces development challenges common to outer atolls — geographic isolation, limited infrastructure, and the need for sustainable economic diversification.
Roligans addresses these challenges through community-driven development. By empowering local residents, building capacity through sport and education, and maintaining transparent governance, we demonstrate that outer atoll communities can achieve meaningful development outcomes without waiting for centralised solutions.
Our work aligns with national development priorities, including the Maldives National Development Plan and the Sustainable Development Goals (SDGs), particularly:
- SDG 5: Gender Equality — through women's sport participation and leadership development
- SDG 11: Sustainable Cities and Communities — through transparent local governance
- SDG 16: Peace, Justice and Strong Institutions — through accountable civil society operations
- SDG 17: Partnerships for the Goals — through collaboration with councils, police, and other NGOs
How We Operate: Governance and Accountability
Roligans operates under a formal constitution with an elected Executive Committee (EXCO) that oversees all activities. Our governance structure includes:
- Transparent Financial Reporting: All income and expenditure documented in a public ledger
- Democratic Decision-Making: Members participate in governance through formal processes
- External Accountability: Registration with government authorities and compliance with NGO regulations
- Digital Transparency: Modern tools for record-keeping and public access to information
Our members include individuals from diverse backgrounds — students, professionals, community leaders — all united by a commitment to Feevah's development and the principles of transparent governance.
